How to read this tracker
- A stage is not a grade. Paused means a named condition has to be met before the work resumes, and the condition is written down. It does not mean the pilot failed.
- Measures were set before the pilot started. That is what makes “below threshold” a finding rather than an opinion formed after the fact.
- Every pilot has a next decision and a forum. A pilot with no scheduled decision drifts until someone loses interest, which is how programs accumulate work nobody will stop.
